Access

From the Kutsugata ferry terminal, access is easy on foot within the port area. By local bus, aim for the Kutsugata area or the closest stop to the port, then walk to the quay. By car, arriving early is recommended, as parking areas near the port may be reorganized or quickly occupied during summer events.

Event program

The festival usually takes place over one day or evening in mid-August, in a summer festival atmosphere by the port. An outdoor stage, often described as 野外特設ステージ (yagai tokusetsu sutēji), special outdoor stage, hosts concerts, local performances, and entertainment. The audience comes as much to listen to music as to eat, socialize, and participate in the dance.

The most distinctive moment is linked to the りしりん音頭 (Rishirin Ondō), a popular song and dance associated with the mascot Rishirin. Like in a 盆踊り (bon odori), Bon dance, visitors can watch the steps, then join the circle or dance area when the atmosphere becomes more participatory. This aspect makes the festival very accessible, even for visitors unfamiliar with local dances.

Weather

Mid-August in Rishiri can be pleasant during the day, but the port wind can cool quickly in the evening. Bring a light layer or windbreaker, even if the day seems mild. A small rain protection can also be useful, as island weather changes quickly.

Transport

The site being close to Kutsugata port, walking access from the ferry terminal is simple. If coming by car, arriving before the main events start makes parking easier. In high season, ferry flows, cars, and visitors can densify the port area.

Visitor tips

To join the dance without stress, watch one round of the Rishirin Ondō first, then enter the circle at the next. The atmosphere is made for participation. A useful phrase is 一緒に踊ってもいいですか (issho ni odotte mo ii desu ka), “May I dance with you?”.

What to bring

Cash for stalls, windbreaker, external battery, wipes or microfiber cloth against sea spray, light bag to keep hands free, and small rain protection. Also allow extra time for return if depending on bus or ferry.

History

Minna Atsumare~Rishirin Matsuri is closely linked to the identity of Rishiri-chō and its mascot りしりん (Rishirin). The mascot, created in 2011, incorporates symbolic elements of the town and island, notably marine products like kombu and sea urchins, to embody a gentle, local, and recognizable image of Rishiri.

The dance aspect comes from the りしりん音頭 (Rishirin Ondō), locally presented as an easy-to-learn song and dance. Ondō is a popular format common in Japanese summer festivals: simple rhythm, repetitive gestures, collective participation, and circle or group atmosphere. Here, it serves to strengthen attachment to the mascot and the town.

The festival is part of the series of summer events in Rishiri-chō. It complements other island gatherings by emphasizing the outdoor stage, dance, food, and port conviviality. Its name, “Everyone, gather!”, clearly shows its intention: to create an open moment where residents, families, and visitors easily come together.
